What is the OEIB?
The Oregon Education Investment Board, chaired by the Governor, is overseeing an effort to create a seamless, unified system for investing in and delivering public education from early childhood through high school and college so that all Oregonians are well prepared for careers in our economy.
The Governor named 12 educators and community leaders from around Oregon to serve on the board, with Nancy Golden, Superintendent of Springfield Public Schools, as his alternate chair. (Read August 2011 news release.)
What are the goals of the OEIB?
Oregon's goal is that by the year 2025, 100 percent of Oregonians will earn a high school diploma or its equivalent, 40 percent will earn a post-secondary credential, and 40 percent will obtain a bachelor's degree or higher.
That standard marks a significant improvement from today's educational success, and will require changes to Oregon's public education system to achieve better results for students, more resources for teachers and greater return for the taxpayers' investment.
What is the OEIB's charge?
Senate Bill 909 in 2011 created the board and outlined specific charges:
- Developing an education investment strategy to improve defined learning outcomes from early childhood through public schools, colleges and universities.
- Hiring a Chief Education Officer to oversee the unified public education system.
- Establishing a statewide student database, from early childhood through higher education, that encourages accountability for outcomes, and provides better information for policy-makers, educators, students and their families to ensure progress along the entire educational path.
- Establishing an Early Learning Council to streamline and strengthen early childhood services to at-risk youth to ensure all children are ready to learn when they enter kindergarten.
- Reporting back to the Oregon Legislature, on progress and legislation for 2012.
The work of the Oregon Education Investment Board builds on the efforts of the Oregon Education Investment Team (OEIT), created by the Governor in February 2011.

| Achievement Compacts |
|
Under 2012's Senate Bill 1581, the Oregon Education Investment Board will enter into achievement compacts with every K-12 school district, education service district, community college, the university system and individual university, and Oregon Health Sciences University.
These two-way partnership agreements challenge educators across Oregon to set targets on key student outcomes and encourage broad collaboration to adopt tranformational practices, policies and budgets to help students achieve the educational outcomes valued by Oregonians.

| Oregon Learns: SB909 Report to the Legislature Dec. 15, 2011 |
|
Legislative action in February 2012 to streamline early childhood programs and create a system of accountability for student success from pre-kindergarten through K-12 to college and career readiness tops the list of recommendations of Oregon Learns, a report delivered Dec. 15 to the Oregon Legislature by the Oregon Education Investment Board.
The board’s report calls for far greater coordination in public education and a committed focus on improving student outcomes: “If we are to fulfill the promise of educational opportunity and keep pace with the world around us, we must find ways to improve the teaching and spark the learning of all students, now and every year hereafter.”

The Oregon Education Investment Board met for the first time Nov. 21 and adopted policies and procedures. Each OEIB meeting is streamed live and will incorporate time for public testimony. Materials presented or handed out at meetings are posted after the meetings.

Under Senate Bill 909, the Oregon Education Investment Board is directed to appoint a Chief Education Officer to help oversee the integrated public education system from pre-kindergarten through college and career readiness.
The OEIB is now recruiting candidates for the position, with a goal of making a hire by April, 2012. Greenwood / Asher & Associates, a firm with experience in education executive search efforts, is working with the board.

What is the Early Learning Council?
As part of the overarching education initiative, the Early Learning Council will guide efforts to integrate and streamline existing state programs for at-risk youth and ensure all children are ready to learn when they enter kindergarten.
The Governor has appointed nine members to the Early Learning Council, which was created by Senate Bill 909 during the 2011 legislative session. The legislation also charged the Governor with naming an Early Learning Director to lead the state’s effort in this area.

The Early Learning Council’s work will build on earlier efforts by the Governor’s Early Learning Design Team, which met through June 2011. Learn more about the team's work and read its "strawperson" report (pdf).
In reports to the Legislature submitted Dec. 15th, the Oregon Education Investment Board and Early Learning Council propose legislation and further action steps for 2012 that would streamline early childhood programs to ensure more children get the health care, pre-school, nutritional and developmental services they need to get ready for kindergarten. | Oregon's Early Learning Challenge Grant |
|
Oregon is one of five states invited to apply for a share of $133 million in federal grants for state-level, comprehensive early education reform.
In December 2011, The US Departments of Health and Human Services and Education on Dec. 16 awarded federal Race to the Top - Early Learning Challenge grants to nine states out of 37 applications. Oregon's application ranked 13th out of the 37 submitted.
In April 2012, the US departments announced an additional round of early learning grants, with Oregon eligible for up to $25 million in funding. Oregon's renewed application will be based on the original proposal: Read a summary of the grant application, a breakdown of the proposed $40.6 million grant budget and the full grant application.

The Oregon Education Investment Board held seven community meetings across the state in January to discuss next steps to improve student success in Oregon’s public education system, from pre-kindergarten through to college and career readiness. More than 1,100 Oregonians participated.
The board scheduled an eighth community forum, in North Portland on March 6, as an additional effort to reach out intentionally to communities who have historically been underserved by the public education system. The Governor and board members wanted to hear more from students, parents and educators facing and overcoming the education system’s challenges of race, language and poverty.

|
More than 6,000 Oregonians participated in a survey to share their thoughts with the Governor’s Office and the Oregon Department of Education want your thoughts as they consider major changes to Oregon’s system of K-12 school accountability and the application to the federal government to waive parts of No Child Left Behind.

What is OEIT?
The Governor created the Oregon Education Investment Team (OEIT) by executive order (pdf) on February 22, 2011, and directed the OEIT to engage the public, legislators and stakeholders in the creation of a new investment and budget process for education in Oregon. Key to this effort was passage of Senate Bill 909 (pdf), which creates the Oregon Education Investment Board (OEIB).
The team's 13 members met through September 2011, and made recommendations in a report to the Governor, which will become a starting point for the OEIB discussions. Read OEIT's Progress Report.

| Task Force on Higher Education Student and Institutional Success |
|
House Bill 3418 passed during the 2011 legislative session, establishes a Task Force on Higher Education Student and Institutional Success.
The 17-member task force is charged to examine best practices in higher education, and make recommendations to increase success for students in acquiring basic skills, career preparation and program completion with attainment of certification or degrees. The task force must offer an initial report to the Legislature by December 1, 2011. A final report is due October 15, 2012.

| Increasing K-12 Efficiencies |
|
In a statewide survey conducted in April 2011, the Governor's Office gathered input on best practices in increasing efficiency in K-12 education. The purpose of the survey is to recognize and share the many innovations currently being developed and will be used to inform the Governor on ways the state can better support districts and schools in implementing efficiencies.
